Who is Variks, and how do I find him to trade in coins?

Variks is a vendor in the Reef (Vestian Outpost). He stands in the back left of the main platform from where you spawn in. Opposite corner to the Vault machines.
He does not deal in coins though. Possibly you mean Xur who trades gear for Strange Coins. He appears Friday to Sunday in a random location in the Tower or the Reef.
If you are trading in Armour Cores or Weapon Cores though Variks is your man, er.. Fallen creature, thing.

He trades ships, shaders and. Bonds/cloaks/marks for different types of tokens. I think that's what he meant.
