Xur can only be found on the weekends. He is not in the same place each weekend. From my experirnce he appears not to be available every weekend. He can usually be found either at the earth Tower or the Vestian Outpost. You can trade Coin for various upgrades. He can be at various places at those two locations, so look around each weekend, Friday to Sunday.
